Sevenoaks District Council has begun procurement for a development partner to lead a £125m regeneration scheme in the town centre.
The project will deliver a new leisure centre and a residential-led mixed-use development on land east of Sevenoaks High Street in Kent.
The successful bidder will also be expected to improve public space and pedestrian links between the High Street and Knole Park.
The council issued a tender notice last week using the new competitive flexible procedure under the Procurement Act 2023.
The chosen development partner will carry out works and services between January 2026 and January 2030.
Feasibility studies and a preliminary masterplan were completed in February this year.
However, bidders are invited to put forward their own design proposals.
The redevelopment aims to attract investment to Sevenoaks town centre, which the council described as in need of revitalisation to help sustain its role as a market town.
A market engagement exercise was conducted in February, targeting 11 firms identified as specialists in town-centre regeneration.
Responses to the engagement, including from developers previously consulted in 2022 and 2023, have shaped the procurement strategy and award criteria.
Quality will account for 55 per cent of the evaluation, financial criteria 35 per cent and legal compliance 10 per cent.
Up to three bidders will be shortlisted for the tender stage, with a fourth invited if scores are close.
Interested parties must submit requests to participate by midday on 20 June via the MyTenders portal. A contract award decision is expected by January 2026.
The estimated contract value is £125m, including VAT.
