Moat Homes has launched a £504m procurement for repairs and maintenance across its housing portfolio, using a collaborative contracting model to support long-term strategic partnerships.
The appointed contractor will carry out responsive repairs, estate maintenance and works to empty homes across properties owned, leased or managed by Moat in London, the South East and East of England, the housing association announced in a 2 May tender notice.
The contract is scheduled to run for 10 years from September 2026, with an option to extend by up to five years.
A contract award is expected in January 2026.
It will use the TAC-1 Term Alliance Contract, an order-based form developed by the Association of Consultant Architects to promote long-term alliancing. Although not a framework, TAC-1 supports collaborative working between clients and suppliers and will be amended by Moat to reflect its own delivery model.
The successful bidder will also be required to enter a Strategic Alliance Agreement based on the FAC-1 Framework Alliance Contract. FAC-1 enables wider collaboration across a programme or group of contracts and is designed to promote early engagement, shared objectives and integration across the supply chain.
Procurement will follow the competitive flexible procedure under the Procurement Act 2023, with Moat planning to shortlist three suppliers for dialogue sessions before final bids are invited.
Expressions of interest must be submitted by 10am on 6 June 2025.
The contract has an estimated value of £420m excluding VAT, or £504m inclusive.
Subject to performance against key indicators, Moat may ask the provider to take on additional work including planned maintenance, cyclical redecoration, building safety repairs, and services such as fire safety, access control and pest management.
Key performance measures will include customer satisfaction, timeliness of repairs, first-time fix rates and void turnaround.
The tender follows a 2024 market engagement exercise, flagged in a Prior Information Notice published in May that year.
